GENERAL JOB DESCRIPTION
The Bookkeeper will have strategic and operational responsibility for the financial management of Krist Samaritan Counseling Center (KSC). They will provide leadership and coordination of all business management functions as they relate to overseeing fiscal (including accounting, budgeting, and purchasing). Reporting directly to the Executive Director (ED), the Bookkeeper will ensure that the necessary internal control procedures are in place so as to safeguard KSC’s assets and that KSC is in compliance with financial policies in order to remain viable.
MAJOR DUTIES and RESPONSIBILITIES
Provide effective and inspiring leadership by being actively involved in all programs and services and developing a broad and deep knowledge of all programs. Responsible for directing and controlling the overall financial activities of KSC in accordance with policies mandated by the Board of Directors (BOD) and ED. Perform timely financial administrative and technical duties to process, record, and report transactions specific to business management functions related to State and Federal withholding, payment, and reporting requirements, accounts receivable, purchasing, payroll, cash management (including bank and credit card reconciliation and deposits) , creating and processing vendor invoices, and QuickBooks data entry in accordance with GAAP. Update and create accounts and payroll items as needed for reporting purposes; conduct month end close of financial statements; and make journal entries regarding accruals, payroll, accounts receivable, accounts payable, and liability accounts. Monitor and forecast KSC’s cash flow and anticipate draws of line of credit. Function as KSC’s representative for completion of federal tax returns, state franchise taxes, bi-annual audits, operational and health insurance companies, banking institutions, state unemployment procedures/hearings, and termination/employee investigations. Along with the ED, assist with the creation, monitoring, and reporting of KSC’s operating budget for the KSC BOD and grant proposal budgets for foundations/donor agencies. Collect, update and maintain all employee information for payroll purposes. Manage personnel records (including licenses, training certificates, compensation letters, background/drug/driving records, and disciplinary actions).Create, update, and maintain policies and procedures in accordance with State and Federal employment laws. Work with the Executive Director to ensure compliance with all applicable healthcare laws, including but not limited to HIPAA, HB-300, and relevant Texas Occupations Codes. Prepare monthly reports to the ED on current and reoccurring financial obligations. Actively participate in BOD and Finance Committee meetings.
Provide programmatic leadership and input for all strategic plan implementation processes with Executive and Senior Leadership, clinical staff, and administrative staff. Develop and implement a system for tracking and reporting of finances and personnel in relation to the strategic plan. Prepare and submit all financials to the BOD and ED in accordance with reporting requirements.
MINOR DUTIES and RESPONSIBILITIES
Cross-Functionality: Assist, as needed, with updating employee handbook and troubleshooting and managing IT and facility maintenance issues. Assist, as needed, with recruiting, hiring, on-boarding, and off-boarding of employees. Act as backup for staff and client issues when other members of Executive Leadership are off-site.
QUALIFICATIONS
College degree in a related field (e.g., accounting or finance) and/or at least 6 years of accounting experience , preferably in a non-profit environment
Must demonstrate a strong understanding of all transactional aspects of QuickBooks, general accounting principles and other appropriate policies, bookkeeping, payroll processing, payables, receivables, journal entries, reconciliations, reporting, ability to file and maintain a sufficient trail of support
Must demonstrate a strong understanding of and ability to implement and monitor systems of internal control and have the ability to perform all aspects of the accounting cycle, from recording of source documents through preparation of financial statements
Must demonstrate knowledge of GAAP (Generally Accepted Accounting Principles), grant fiscal guidelines, OMB Circular 122, and/or other appropriate policies
Must demonstrate a strong understanding of applicable healthcare laws, including but not limited to HIPAA, HB-300, and relevant Texas Occupations Codes
