Job Description:

Responsible for proposal volume guidance, preparation, training, and development through proposal submittal as required. Responsible for the overall management of past performance and corporate experience factors and proposal volumes. Provides coordination with corporate staff departments, appropriate operations (project) management and the other assigned business development resources. Responsible for Request for Proposals (RFP) compliance throughout the proposal process. Requests activities of technical specialists, writers, production personnel and others assigned to the proposal team. Serves as past performance volume lead on assigned proposal efforts. Provides guidance in areas of expertise and writes proposal content.

 

Responsibilities

  • Reviews and analyzes RFPs; develops complete past performance and/or corporate experience volume responses; outlines and organizes the proposal approach for delivering a winning response.
    • Writes complete past performance and/or corporate experience proposal volumes, coordinating as necessary with business units, operational program personnel, and other departments.
    • Makes recommendations on how to best respond to the RFP to meet or exceed the customer’s requirements, within company guidelines and the competitive environment.
    • Reviews and analyzes sections received from operating units and develops standardized sections for all RFPs.
    • Develops proposal features, benefits, graphics, and proof points.
    • Manages and integrates work products, ensuring proposal compliance and uniformity.
    • Interviews program managers and technical experts and develops past performance and/or corporate experience narratives.
    • Resolves issues between originating authors or team members using a collaborative approach.
    • Writes, edits, and rewrites proposal sections, as required.
    • Monitors and ensures on-time delivery of information from business units and other departments.
    • Requests development of appropriate graphics, such as illustrations, charts, and tables.
  • Requests resources for proposal preparation and reviews.
  • Requests personnel assigned to the proposal team to assure that all past performance, past performance questionnaires, corporate experience citations, and Contractor Performance Assessment Report (CPAR) inputs meet both customer and Vectrus Management requirements.
  • Collaborates in developing schedule discipline for all assigned proposals.
  • Establishes past performance/corporate experience proposal operations tempo through regular internal coordination meetings (e.g., standup/status meetings).
  • Ensures comprehensive reviews of written material in accordance with (IAW) Vectrus Business Development policy and good business practices.
  • Analyzes scope and objectives of RFP. Plans organized competitive approach in responses to customer’s requirements and corporate interests.
  • Maintains strict compliance with Vectrus policies and procedures relating to Business Ethics and Code of Conduct, in addition to the specific procurement regulations established by the Federal Government.
  • Participates with the Capture Team to develop the overall proposal strategy, themes discriminators and operations concept to be used in the proposal.
  • Facilitates information gathering meetings with program and technical subject matter experts (SME).
  • Identifies and prepares special proposal requirements affecting legal, purchasing, contracts, teaming, human resources, and accounting. Briefs department managers on program highlights.
  • Determines specific approach to assure a responsive and competitive proposal in terms of overall concept. Establishes initial program management, organization, staffing and costing procedures.
  • Prepares operations concept and proposal plan, including proposal strategy, discriminators and themes, proposal detailed outline, storyboards/mock-ups, compliance with RFP, management and technical volumes, proposal responsibilities, flow diagrams and schedule, and checklist.
  • Establishes requirements and formats for past performance/corporate experience proposal outline, inputs, outputs, and reviews.
  • Reviews daily input from technical writers and subject matter experts to ensure RFP and win theme compliance and provides daily feedback.
  • Provides input to review teams and ensures incorporation of approved Red and Gold Team comments/recommendations.
  • Responsible for presentations and proposal notifications to corporate Officers, when required.
  • Supports presentations to the customer.
  • Maintains currency and fluency in state-of-the-art techniques and practices.
  • Prepares technical write-ups and briefs for presentation to potential customers.
  • Instills partnership and teamwork with Capture Managers and entire proposal team.
  • Performs other duties as required.

 

Qualifications

 

Education:

 

  • Bachelor's degree, in a related field. One year of related experience may be substituted for one year of education.

 

Certifications/Licenses:

 

  • Association of Proposal Management Professionals (APMP) Foundation, preferred.

 

Experience:

 

  • Minimum of two (2) years' proposal development experience with a Bachelors. Or 4 years of related proposal development with an associate’s degree.

 

Other Requirements:

 

  • Ability to obtain and maintain a Department of Defense (DoD) security clearance.
  • Ability to travel to project and customer locations.

 

Desired Requirements

 

  • Experience: Three (3) years or more relevant experience with a Bachelor’s preferred.

 

Skills & Technology Used:

 

  • Should have a good understanding of government procurement, Federal government contracts, regulations and procedures, and government operations and maintenance services.
  • Demonstrated ability to multitask with numerous high priority demands in an intense, deadline-driven environment is a must.
  • Demonstrated oral and written communication skills with all levels of company and customer management.
  • Analytical, presentation, and critical thinking skills.
  • Demonstrated ability to manage a complex task and team composed of personnel who are highly educated and skilled, yet not direct reports.

  • Ability to establish working relationships with other companies, technical staff, managers, and peers.
  • Demonstrated effective and efficient use of proposal resources.
  • Demonstrated written and verbal communication skills to include the ability to produce compelling solutions that are easily understood by both technical and non-technical audiences.
  • Demonstrated experience in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content.
  • Demonstrated experience developing and presenting oral proposals.
  • Demonstrated performance conducting various color reviews successfully.
  • Personal computer, printer, copy machine and other general office equipment.
  • Proficient in the use of computers and computer software programs such as Word, Outlook, PowerPoint, and Excel.

  • The following salary range is intended to display the value of the company’s base pay compensation and may be modified at the discretion of the company.
  • USD $ 80,000 - 130,000
  • Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
