Primary Position Objectives


 

Provides direct oversight of Job Corps outreach and admissions and career transition services staff in compliance with corporate, U.S. Department of Agriculture (USDA) Forest Service, and U.S. Department of Labor (DOL) Job Corps policies and requirements. Ensures that the Job Corps program maintains a positive public image, strong community and employer partnerships, a pool of eligible and committed applicants, and full utilization of Job Corps training opportunities at assigned Centers.

Administration Procedures

  • Provides direct over site to both the Outreach and Admissions and Career Transition Service contracts.
  • Assists in recruitment, hiring, training, coaching, managing performance/evaluations, and progressive discipline to all direct reports in collaboration with corporate HR and Program Manager.
  • Assists in the development and administration of standard operating plans and procedures.
  • Develops and implements staff work schedules and coordinates assignments and activities of staff.
  • Ensures full execution of established safety, security, quality, and operations policies, procedures, and practices.
  • Assists in the development and implementation of the outreach/public education plan, Limited English Proficiency (LEP)/English Language Learner (ELL)plan to achieve and maintain overall design capacity and describes public education and outreach methods, activities, events, and linkages.
  • Assists in the development and implementation of the career transition plan to ensure the provision of individualized career transition services to successfully place graduates and former enrollees in a job, the military, an apprenticeship, college, an education/-training program, or a job/college combination.
  • Administers systems to assign eligible applicants to available training slots in accordance with contract goals set by the DOL NEAP, Center needs, and applicant interest. Provides timely travel authorization and arrival information to ACs and other appropriate parties as required.
  • Conducts and documents quality and program integrity controls of student folders and all related information with emphasis on Eligibility Requirements for determining enrollment eligibility.
  • Conducts and documents quality and program integrity controls of all job/school placements submitted for approval by contract staff in accordance with the PRH.
  • Conducts and documents self-assessments and takes action necessary to improve overall contract performance.
  • Prepares, submits, and analyzes a variety of qualitative, quantitative and narrative reports in accordance with specified requirements and as prescribed.
  • Conducts and/or participates in corporate and DOL mandated training.
  • Performs other duties as assigned within scope and capabilities.
  • Travel as required.
  • Meets student placement goals and expectations as set by DOL.

Marketing

  • Works cooperatively with schools, social service agencies, Youth Opportunity Grantees, One-Stop centers, youth councils, youth programs other employment and training programs, National Training Contractors (NTCs), NJCA members, state vocational rehabilitation agencies, associations, and other appropriate organizations to promote referral of applicants who are eligible to participate in the Job Corps program. Establishes working relationships and partnerships, including membership where appropriate, with One-Stop Centers, state and local workforce investment boards, youth councils that operate as part of local boards, and other local employment and training programs for youth.
  • Assists in the development and implementation of the media advertising plan.

Qualifications


 

Extensive computer and internet literacy.


 

Excellent written and verbal communication skills.


 

Proficiency with advanced Microsoft Office applications including Word, Power Point, Access and Excel.


 

Experience


 

Four years’ experience working with youth.


 

One-year experience in project management, Job Corps OA project management experience preferred.


 

Education


 

Bachelor’s degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and two years related supervisory experience; or

Associate degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and four years related supervisory experience


 

Certificates, Licenses, Registrations


 

Valid State Driver’s License with acceptable driving record.
