Under the Supervision of the Program Improvement Manager, this position performs complex consultative technical assistance including responding to inquiries and complaints related to Local Intellectual and Developmental Disability Authority (LIDDA) crisis services. Work involves planning, development, implementation and oversight of crises services to ensure compliance with program policies and regulations. This position will also analyze operations associated with the provision of crisis services. The program specialist III will assist with making recommendations and coordinating solutions to program problems with the program managers and internal stakeholders. This position will prepare written reports regarding crisis data to ensure timely implementation, track trends, and provide technical assistance on crisis services in accordance with IDD Services policies and procedures. Other responsibilities associated with this position include assisting with habilitation coordination authorization requests which includes tracking authorization requests, ensuring authorizations are in place, and working with contractors to correct or follow up with issues. This position will work under general supervision with moderate latitude for the use of initiative and independent judgement. Will assist and perform other activities and responsibilities as directed by the Manager of the Program Improvement unit.
Essential Job Functions:
Collaborates in the planning, development, and implementation of crises services business requirements to comply with program policies and regulations; studies and analyzes operations and problems of program processes; assist with making recommendations and coordinating solutions to program problems with the program managers and internal/external stakeholders. Analyze and prepare written reports regarding Crisis data to ensure timely implementation, track trends, and provide technical assistance on crisis services in accordance with IDD Services policies and procedures. (35%)
Assist in the processing of habilitation coordination authorization request forms. (25%)
Perform database and spreadsheet records management duties. Monitors, maintains, and manages database records and spreadsheets in regards to all crises services. (20%)
Collaborates in the planning, development, implementation, analysis, and documentation on programs relating to LIDDA services. Provides updates based on workgroup participation. Other duties as assigned by the Program Improvement manager. (20%)
Knowledge Skills Abilities:
Knowledge of: Services and supports managed by HHS IDD Services; LIDDA roles and responsibilities; LIDDA Programs; related state and federal laws, regulations, policies, rules and requirements; Skill and ability to: work with a wide variety of agencies, individuals, providers and consumer advocacy groups; correlate and analyze facts to devise solutions to problems; organize and present information effectively. Ability to formulate written communication for various audiences. Work autonomously to develop and complete projects related to program improvement.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in a human services field is preferred. At least 2 years of experience with the field of services for persons with intellectual/developmental disabilities is required. Experience working at a Local IDD Authority (LIDDA) preferred. Knowledge of LIDDAs and their roles and responsibilities preferred.
Additional Information:
This position may telework up to 100% of work hours, consistent with HHS (Health and Human Services) telework policies. Telework status may be subject to change based on performance.
