This position is responsible for transportation data management and development focusing on business practices for performance management and resource allocation and utilization. This position is assigned to the Planning Section and performs data development and management duties related to the NE Region’s 6-Year State Trunk Highway Improvement Program and Local Highway Improvement program. Under general supervision of the Urban & Regional Planner Supervisor, this position provides complex data management oversight utilizing data analysis and other tools to ensure that the Region is maximizing its allocated funding and achieving the Division’s program effectiveness goal.
Working as a member of the Planning section’s programming team, this position provides extensive region-level data development and management expertise, analysis, reporting, tracking and evaluation activities in the development, implementation and management of the region’s 6-Year State Trunk Highway Improvement Program and determination of other long-range state highway improvement needs. This position tracks system condition, needs and performance and works with the program engineer to provide information in determining when to undertake action on an asset such as preservation, rehabilitation, reconstruction, capacity enhancement, or replacement.
This position is also responsible analyzing program stability and performance management. This position uses data from various sources and utilizes programs such as the Financial Integrated Improvement Programming System (FIIPS), MS Access, MS Excel and ArcGIS to develop reports and applications.
This position also provides region-level program management analysis, reporting, tracking and evaluation activities in the development and implementation of the Surface Transportation Programs: STP-Urban, STP-Rural and Local Bridge programs in coordination with other members of the Planning team and team members from other business areas as appropriate.
This position must utilize a high degree of initiative and discretion in problem solving, managing multiple priorities and responding to the demands of many internal and external customers. This position requires a working knowledge of the policies and regulations that govern federal and state funded transportation programs, issues and processes.
This position is in schedule-range (07-03) with an annual salary of $62,400 - $92,206, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
