Job Description:

The Management Analyst (Public Affairs) will play a pivotal role in researching, analyzing, and providing actionable insights on economic trends, public policy issues, and general research. You will collaborate with cross-functional teams and external stakeholders to influence policy development and drive strategic decision-making. Supports a designated Department by performing statistical and research studies, drafting policies and procedures, preparing financial reports, and overseeing various programs related to operations and controls.

This job classification is in Management Category IV for benefits purposes, which includes five (5) additional Management Vacation days per calendar year and a monthly Employee Expense Allowance of $120.00.

This is an "at will" position and not subject to Civil Service Rules or any collective bargaining agreement.

 

ESSENTIAL JOB FUNCTIONS

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Performs statistical and research studies.
  • Revises and drafts new policies and procedures based on the needs of the Departments and the City.
  • Supports and leads process improvement activities.
  • Prepares and presents memorandums and reports.
  • Prepares and leads presentations.
  • May perform management, financial, and/or organizational studies of the department's structure management systems, and staffing needs to assist in the development of departmental-wide strategies and plans in support of the City's strategic objectives.
  • Performs related work as required.


Policy Analysis & Government Affairs

  • Conduct in-depth analysis of economic and public policy issues, including quantitative and qualitative research, to provide data-driven recommendations.
  • Conduct in-depth research on local and national policies affecting the municipality.
  • Analyze policy proposals, existing regulations, and their potential impact on the community.
  • Prepare comprehensive reports and briefs to inform decision makers.
  • Prepare reports, policy briefs, and presentations that communicate complex economic and policy issues in a clear and concise manner for internal and external stakeholders.
  • Collaborate with government agencies, industry associations, and advocacy groups to represent our organization’s interests and influence policy outcomes.

Economic Research/Analysis and Data Collection

  • Gather and interpret economic data, government reports, and legislative documents to assess their impact on our organization and industry.
  • Develop economic forecasts and models to anticipate trends, risks, and opportunities for our organization.
  • Monitor and assess government regulations and their potential impact on our operations, ensuring compliance and advocating for necessary changes.
  • Contribute to the development of strategic initiatives and long-term organizational goals based on your analysis and insights.

 

 

JOB REQUIREMENTS & WORK ENVIRONMENT

 

  • Bachelor’s degree in economics, public or business administration, political science, or a related field (master’s degree preferred).
  • At least One (1) year of experience in researching data and reports in the following fields: economics, policy research, government affairs, or a related field (3 or more years of experience preferred)
  • Possess or be able to obtain a valid State of Florida driver's license within 30 days after hire.

Preferences:

  • Strong analytical and quantitative skills, with experience in data analysis and statistical software.
  • Knowledge of economic theory, public policy, and government processes.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Strong organizational and project management skills.


Special Requirements:

Essential Employees may be required to work during a declared emergency. The employee’s Department Head will determine who will be required to work.
