Examples of Duties
Duties may include, but are not limited to, the following:
- Transcribes and certifies official Board of Supervisors Meetings minutes, resolutions and ordinances, meetings of Assessment Appeals Board, California County Tobacco Securitization Agency, Claims Board and IHSS Public Authority.
- Prepares Board of Supervisors Meetings packets. Also distributes Board of Supervisors' Agenda /Board Minute Orders to departments, organizations and interested persons.
- Research actions and policy decisions made by the Board. Also prepares and finalizes Board Agenda Items.
- Maintains official records of Board appointed Commissions, Committees and Boards (BCC).
- Independently prepares correspondence, reports and memos as requested per Board Official Action, Board members and/or CEO.
- Maintains the official listing of elected and appointed positions for Special Districts throughout the County.
- Processes constituent requests and responds to constituent problems and concerns.
- Researches and completes Request for Public Access of Records as filed with County.
- Review Assessment Appeals Board (AAB) Applications for completeness and process as appropriate. Also prepares AAB agendas and provides notice to Applicants/Assessor/Auditor and Agent/Attorneys as required by Revenue and Taxation Code.
- Reviews all original ordinances on file for completion and accuracy as required by law.
- Publish public hearing notices as required by law in the adjudicated newspapers.
- Handle travel arrangements for Board members and process documentation required for travel expenses and reimbursement.
- Prepare notices to appropriate individuals in compliance with FPPC Rules and Regulations and maintain official records of FPPC filings and coordinate notifications with FPPC as required.
- Process Summons/Complaints and Claims for Damages against the County of Merced.
- Acts as Lead Clerks to provide training to other staff in Office. Also oversees staff's workload based on deadlines and needs of existing projects.
Minimum Qualifications
Experience:
Level I
Four (4) years of increasingly responsible general clerical, stenographic, or secretarial experience. (Formal training in secretarial skills through a Business or Community College may be substituted for the required experience on a year for year basis).
Level II
Five (5) years of increasingly responsible clerical, stenographic, or secretarial experience, including at least one (1) year performing duties comparable to those of a Deputy Board Clerk I in Merced County.

- Operate a personal computer and other office equipment.
- Frequent use of depth perception, peripheral vision and color perception.
- Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
- Occasionally kneel, bend, twist, squat, balance and crawl.
- Frequent use of hand-eye coordination.
- Frequent use of data entry device including repetitive hand and arm motion.
- Occasionally lift and carry up to 40 pounds.
- Normal dexterity, frequent holding and grasping.

- Regular attendance is an essential function.
Knowledge of:
- Functions and operating procedures of the County Board of Supervisors.
- Organization of County government and the functions of County Departments.
- Legal terminology and common forms and documents used in Board proceedings.
- Modern office methods, practices and procedures such as filing, indexing and cross referencing.
Ability to:
- Exercise sound judgment in performing a variety of administrative detail support and assignments for the Board of Supervisors.
- Interpret and apply a wide variety of laws, rules and policies.
- Independently prepare correspondence and reports.
- Deal tactfully and courteously with County staff, representatives of outside agencies, the press, and the general public.
FAMILY CARE LEAVE
Family Care Leave applies to all employees who work 1250 or more hours in any twelve month period.
HEALTH PLANS AND LIFE INSURANCE
Extra-help employees are not entitled to County-paid medical, dental, vision, life insurance, Employee Assistance Program benefits and are not eligible to participate in the Deferred Compensation Plan.
JURY DUTY
Extra-help employees are not entitled to pay or receive reimbursement from the County for Jury Duty.
PAID TIME BENEFITS
Extra-help employees are not entitled to paid bereavement, vacation, or holidays.
PAID SICK LEAVE
Extra-help employees are entitled to accrue up to three (3) paid sick days (24 hours) in a 12-month period.
SOCIAL SECURITY
Extra-help employment earnings are not covered under Social Security. Merced County provides an alternate plan - Public Agency Retirement Services (PARS) - for extra-help employees who are otherwise not eligible for participation in the County's retirement system.
COMPENSATION/UNEMPLOYMENT INSURANCE:
The County does provide benefits to those eligible under the State Workers Compensation and Unemployment Insurance statutes.
