POSITION SUMMARY

The Department of Central Management Services (CMS), Office of Finance & Management, is seeking to hire an Agency Budget Division Manager to serve under the Director of Financial Planning & Management. The ideal candidate will be a self- motivated professional with the ability to work in a fast paced, professional environment. This position provides support to the agency Chief Fiscal Officer (CFO) regarding financial planning, budgeting, appropriation overview, problem solving, and overall divisional financial support to CMS bureaus and programs. POSITION ESSENTIAL FUNCTIONS

  • Under administrative direction of the Financial Planning & Management Director, serves as Budget Division Manager.
  • Provides oversight and input into the preparation of the agency budget documents (Illinois State Legislature Forms) for the House, Senate, and Governor’s Office of Management and Budget (GOMB).
  • Plans, directs, and evaluates agency spending plans, comparative spending reports, and cash flows.
  • Serves as full line supervisor.
  • Monitors and maintains agency expenditure records to provide data for revenues, analysis projection, tracking of agency funded headcount, and maintenance of positions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in finance, accounting, or a related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative (managerial) experience in a large public or business organization with specific finance and budget experience preparing budget documents such as Illinois State Legislature (ISL) forms or comparable.

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of public accounting and budgetary planning and control.
  • Prefers extensive knowledge of operational systems including data management to perform budget analysis for budget development and monitoring purposes, such as Microsoft Excel and/or Access.
  • Prefers a master’s degree in business administration, finance, accounting, economics, or a related field.
  • Prefers extensive knowledge of effective verbal/written communication skills and interpersonal skills.
  • Prefers extensive knowledge of identifying budgetary issues and providing solutions to the issue.

CONDITIONS OF EMPLOYMENT

  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency supplied equipment (i.e., mobile phone, laptop, etc.).
