About the Opportunity
The City of Detroit is seeking a process improvement and project management professional to improve internal processes and support of complex project management for large real estate development projects. It's an exciting time in the City as we invest and build economic opportunity for residents and businesses via increasing numbers of real estate and industrial development projects. As the City of Detroit continues to advance its practices with these partners, our goal is to improve our internal processes to support large development projects, in permitting, zoning, incentives review, and other areas of internal City coordination.
These projects also require complex and coordinated project management, and we seek a professional who has the experience and vision to guide a set of common practices we can apply to large development projects. The individual will contribute directly to large, significant investment and development projects while in this role, in addition to coordinating to improve processes across internal departments. You will engage with and present to senior city, state, and private sector leadership. In addition, you will train, coach and mentor staff implementing the program in process improvement methods and tools as needed. This is an opportunity to be part of a critical function of the City and contribute to reducing barriers to doing business and developing in the City of Detroit.
This team member will be part of the Mayor’s Lean Team, which works across departments on process improvement, and also work day-to-day with the Mayor’s Jobs and Economy Team and Deputy Group Executive for Jobs and Economic Development. The Lean Team is focused on improving the processes that provide services to residents, visitors and businesses, a critical component of the Mayor’s strategy to create opportunities for Detroiters. The Lean Team members report to the Director of Continuous Improvement – Lean.

 

Examples of Duties

Duties Include:

 

  • Lead the completion of both large and complex process improvement/redesign projects across functions and departments as well as smaller scale quick win events; responsible for the coordination of resources assigned to projects and timely completion of deliverables throughout all phases.
  • Evaluate and provide recommendations on process improvement and control tools to increase the efficiency and effectiveness of business services and to sustain improved performance.
  • Act as a source of process expertise for direction, training and guidance for less experienced staff.
  • Prepare education materials and deliver presentations to increase awareness and effective use of Lean methods and continuous improvement tools across the organization.

 

Minimum Qualifications

Qualifications/Certifications:

 

  • 2-4 years of experience leading continuous improvement efforts and delivering results in business processes or operations
  • Bachelor’s degree (BA, BS) – in business/finance, engineering, policy, math, economics, or related field that includes an emphasis on quantitative process performance and data analytics.
  • Preferred, but not required: Lean Six Sigma Green Belt or Black Belt certification with extensive enterprise project experience. MBA or MPA.

Technical Skills:

  • Ability to collect and analyze data, implement and validate solutions that eliminate the root cause of process problems
  • Advanced knowledge of Excel, Tableau, Smartsheet, Minitab, R is helpful
  • Ability to use/learn statistical software is necessary

 

Supplemental Information

Compensation & Details:

  • $99,986.00 – $100,000.00
  • Start date ASAP; applications will be accepted on a rolling basis.
  • These are temporary roles that are expected to be staffed for periods of 1-3 years for the duration of American Rescue Plan Act funding implementation. Full-time permanent role opportunities may be possible after this period depending on performance and availability.
  • Depending on the role, various amounts of in-person work in Detroit will be expected, but each role will also have work that can be done remotely.


Appointment term is based on availability of grant funds.
