Over View:

This role is responsible for the overall Emergency Management Mass Notification Program. It works closely with the Director, Emergency Management, and the Emergency Management Office to administer the Mass Notification Program and translate the business needs/requirements to the Everbridge Application and business processes.

This involves day to day management of the program but also planning and implementing overall strategic optimization of the application and program. The Program Manager works to align the Mass Notification Program to best practices and project manages the work to do so. It also ensures the continued operation of the current program and collaboratively responds to emergent events quickly and efficiently.

Main Responsibilities:

1. Participate in strategic planning for the Mass Notification Program and evaluates program technology and processes.
2. Coordinate emergency communication and conduct performance improvement reviews.
3. Design and provides training on emergency management processes and applications.
4. Develop Key Performance indicators
5. Ensures that everyone is prepared in the event of an emergency and internal process and SOPs are followed.
6. Coordinates system and process in the event of an emergency and ensures that response is appropriate, and all procedures are followed.

Stake holder Engagement

1. Communicates to all necessary parties in the event of an emergency and participates in coordination across all levels of the organization in collaboration with and at the direction of the Director of Emergency Management.
2. Responsible for the overall relationship with DigITs as it relates to the Emergency Management Mass Notification Program.
3. Translates ideas and business needs into detailed business requirements to facilitate the successful design and implementation of processes and configurations relating to Everbridge and the Emergency Management Mass Notification Program.
4. Leads process-oriented Everbridge and Mass Notification improvement initiatives across collaborative and cross-functional groups.
5. Implements workflow solutions and monitoring projects, including ongoing workflow maintenance and continuous improvement lifecycles for the Mass Notification program.
6. Collaborates with stakeholders across the organization, including service and process managers, to realize specific outcomes.
7. Provides after action analysis and identifies opportunities for improvement.
8. Reports back to leadership.

Project Management:

1. Responsible for overall project delivery as it relates to Emergency Management Mass Notifications projects, including project delivery on time and within budget.
2. Facilitate identification of stakeholders and assembly of a matrixed project team, including identifying and securing resources needed from other departments
3. Define project framework, scope, goals and deliverables in collaboration with project leadership and team.
4. Effectively communicate project expectations and success criteria to team members and stakeholders in a timely and clear fashion.
5. Lead project planning activities and schedule project timelines
6. Develop full scale project plans, defining project tasks and assigning responsibilities and resource allocations.
7. Assemble and coordinate project meetings and discussions necessary to the completion of assigned tasks.
8. Identify and manage project dependencies, critical path and changes and implement appropriate corrections to achieve project outputs.
9. Perform quality assurance and provide direction and support to project team.
10. Perform project evaluations and assessment of results.
