Primary Purpose: This position is a 24-month fellowship opportunity for an emerging leader to:
 

  • Work on a collaborative, research and outreach-focused project with Native American Rights Fund (NARF) and other partners focused on deepening the collective knowledge on Tribal co-management, co-stewardship, and targeted cooperative agreements within the National Park Service (NPS) and to a lesser extent other federal agencies.
  • Support NPCA’s growth and organizational development as a stronger ally with specific understanding of law and sovereignty, cultural sensitivity, and a basic knowledge of Indigenous history and experience.
  • Deepen NPCA’s capacity and awareness to understand and, if appropriate, to engage on intersectional Native American policy issues as it relates to NPS and public lands.
     

Essential Functions:

Lead and Support campaign work:

Serve as an excellent partner to Native American Rights Fund leading and supporting research and outreach to NPS leadership, NPS units and Tribal Nations (as appropriate) as it relates to existing co-management, co-stewardship and cooperative agreement relationships. This work will deepen understanding of the potential for cooperative agreements and other mechanisms for collaboration (e.g., consultation processes, self-governance agreements, statutory obligations) to establish co-management and co-stewardship relationships. In part, this work will support ongoing efforts with various partners to collect information to assist practitioners and researchers in understanding and exploring how co-management, co-stewardship, and cooperative agreements are established and also how they function.

Organizational development and internal capacity:

Serve as a member of NPCA’s nationwide Cultural Resources team and as a member of one of NPCA’s regions (based on location); support the growth of NPCA’s understanding of Tribal perspectives and history on select issues; support staff in respectful allyship in areas such as sovereignty, consultation, and what constitutes tribal and cultural significance, share work and experiences with staff where appropriate. Note: NPCA recognizes that it is not the responsibility of any one staff member to carry out our organizational learning and development needs. We do believe that we will grow and progress through the shared experience of this fellowship.

Work with Tribal communities, organizations, and groups, as well as BIPOC and other community groups to support their goals and growth. NPCA believes a critical component of being a part of a community is reciprocity.

Minimum Scope of Position: Interacts with diverse communities, with an emphasis on Tribal nations, organizations and partners. Works with federal agency officials, external partners, internal departments, media and donors. Works closely with the Regional Programs Department and the Cultural Resources Team.

Minimum Qualifications, Competencies, Skills, Education, and Traits:
 

  • 2-5 years of lived and work experience in advocacy, justice, policy, community organizing, community building, community development, restoration, education and/or non-profit organizations.
  • Demonstrated experience and/or interest in running campaigns and working with communities, with an emphasis on lived and professional experience working with Tribal communities and communities of color. Native Americans, -Alaskan Natives, Native Hawaiian and individuals of native decent from the US territories in Oceania/the Pacific are strongly encouraged to apply.
  • Proven ability to build relationships across political and interest boundaries and work well with a variety of individuals and organizations, and to build or support coalitions. Experience working with decision makers is a plus.
  • Demonstrated abilities/interest related to policy and advocacy.
  • Proven written and oral communications skills, including one on one, in groups, and in public presentations.
  • Demonstrated ability to collaborate and work with multiple teams to organize tasks, set and observe priorities and maintain schedules. Ability to work independently.

Physical Environment: Currently all remote work; when appropriate, flexibility between some remote work and in person work; office work in a typical cube setting.

Minimum Work Schedule: (Days and Hours)

NPCA’s typical work schedule is Monday through Thursday, 9:00am – 5:00pm. Although some evening and weekend work may be required, NPCA tries to provide flexible and balanced work schedules, especially during the Covid pandemic. Some travel likely for meetings, conferences and events when appropriate.
