The Challenge
We are looking for a Senior Engineering Project Manager to join our Project Management team that works with engineering team leaders managing the scope, schedule, budget, quality, and risk for our transportation projects.
 
In this role you will:
    • Manage a team of Project Managers leading the daily engineering project activities of centrally-managed State Transportation Improvement Projects (STIP) during the pre-construction phase to ensure project schedules and defined outcomes are met.  This includes estimating, validating, and re-estimating project times and schedules.
    • Maintain an overview of project tasks and milestones.
    • Collaborate with team members to expedite critical tasks to meet deadlines.
    • Interact with resources and permitting agencies.
    • Review National & State Environmental Policy Act (NEPA/ SEPA) documents.
    • Manage Project Managers facilitating and guiding transportation projects through the project development process.
    • Assist Team Lead in managing allocation/utilization of resources, focusing resources on project delivery with the outcome of delivering projects within scope, on schedule, and within budget.
    • Set performance measures and goals, measure work accomplished and make recommendations on employee performance/disciplinary issues.
    • Provide instructions, guidance, and coaching to team members and participate in the hiring process.
    • Collaborate and coordinate with NCDOT Divisions - initially and during project development - on project scope, deliverables, schedule, key decisions, and other issues.
    • Engage with division engineers, unit heads, local government officials, legislative representatives, congressional delegates, advocacy groups, and the public.
 
What You Bring
    • Experience managing/directing project management staff, leading multi-disciplinary teams, promoting teamwork, and fostering communication with Senior Leadership, stakeholders, citizens, and among project team members.
    • Experience in scope development, labor estimation, contract negotiation, progress report validation, invoicing approval, and providing consultant evaluations.
    • Project management experience in scoping, developing work plans, allocating resources, assigning tasks, managing schedules, monitoring/reporting progress, managing risks, cost containment, ensuring quality, decision-making, and coordination/collaboration with internal and external stakeholders.
    • Knowledge of NCDOT project delivery process including transportation and highway engineering, techniques, practices, and procedures.
    • Knowledge of Federal/State regulations and laws and FHWA/NCDOT design policies, procedures, and guidelines.
 
Note
    • We may require registration as a professional engineer with the NC Board of Examiners for Engineers and Surveyors.
 
Education & Experience
    • Bachelor's degree in Engineering, and
    • 5+ years of relevant experience, and
    • 3+ years of supervisory experience; or
    • An equivalent combination of training and experience.
