Job Description:ECCO Select is seeking an experienced Program Manager to lead a major support services contract for the U.S. Navy’s Naval Surface Warfare Center (NSWC) Port Hueneme Division. This opportunity involves managing a high-performing team delivering professional, administrative, HR, facilities, safety, and supply chain support across multiple CONUS locations.

This is a Key Personnel position under an upcoming government contract. Pending award, the successful candidate will play a critical role in contract execution, team leadership, and customer satisfaction.

Job Responsibilities:

1. Lead all aspects of the PASS contract across ~147 full-time employees supporting diverse functional areas
2. Serve as the primary point of contact with the Government’s Contracting Officer (KO), Contracting Officer’s Representative (COR), and technical stakeholders
3. Oversee staffing, program delivery, risk mitigation, and financial oversight for a geographically distributed workforce
4. Manage compliance with all contract deliverables, including CDRLs, QASP metrics, and quarterly performance reviews
5. Ensure quality delivery of services in administrative support, human resources, public affairs, facility management, environmental and safety programs, and logistics
6. Direct task order planning, resource alignment, and strategic performance improvements
7. Facilitate reporting and client communication including status reports, POA&Ms, and CPARS input

Required Qualifications:

1. Project Management Professional (PMP) certification or DAWIA Level III in Program Management
2. 12+ years of experience managing complex professional or administrative support contracts (preferably in the DoD or Navy environment)
3. Experience managing large teams (100+ FTEs) and multiple subcontractors
4. Strong grasp of cost, schedule, and performance management
5. Excellent verbal and written communication and executive briefing skills

Education:

1. Master’s degree in a relevant discipline (e.g., Engineering, Mathematics, Business, or related field)
2. A Bachelor’s degree with additional relevant experience may be considered in lieu of a Master’s degree
3. Proof of education (e.g., diploma or transcripts) may be requested during the application process to support classification and compliance documentation.

Preferred Qualifications:

1. Certified Scrum Master (CSM) or PMI Agile Certified Practitioner (PMI-ACP)
2. Experience supporting or interfacing with U.S. Navy Combat Systems
3. Familiarity with Foreign Military Sales (FMS)
4. Prior work with Navy Systems Commands (e.g., NAVSEA, PEOs)
5. Exposure to Navy enterprise systems such as eCRAFT, eCMRA, and CTIP compliance tools
6. Understanding of QASP compliance, CPARS preparation, and Government surveillance activities
