Job Description:

Assists in administering Central Bank & Trust Co.'s program of loan compliance with all applicable laws and regulations.

EDUCATION/EXPERIENCE REQUIRED:

Bachelor's degree in Finance, Accounting or related field and a minimum of five years' bank regulatory compliance experience (i.e. regulatory compliance examiner, bank regulatory compliance consultant or position in a compliance department of a bank); or a high school diploma and a minimum of eight years' bank regulatory loan compliance experience (as previously described)

Certified Regulatory Compliance Manager (CRCM) preferred but not required

QUALIFICATIONS/SKILLS REQUIRED:

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

1. Performs supervisory responsibilities to include interviewing and selection, training and development, delegating responsibilities, monitoring work flow, ensuring quality control, monitoring and tracking employee performance, completing performance appraisals, coaching and counseling, administering progressive discipline, and ensuring compliance with bank policies and procedures.

2. Responsible for the supervision of staff performing functions related to CRA, HMDA and Fair Lending.

3. Manages outsourced vendors engaged to validate the accuracy of the HMDA or CRA data collected for government reporting.

4. Performs or supervises those who perform the collection, validation and reporting of information to the regulators on home mortgage loan applications and small business loans to ensure that the data is accurate and the information is reported by the required deadline.

5. Performs or supervises those who perform research regarding the current economic condition of each market's CRA assessment area, the performance evaluations of peer banks, the geography of each assessment area, the community development activities/loans/investments of the Bank, and the distribution of the Bank's loans/applications to prepare the Bank's annual CRA performance analysis for Board and CRA Council reporting.

6. Performs or supervises those who establish the agenda for the Compliance Council meetings and compile CRA related issues, community activities and regulatory initiatives for Council discussion.

7. Performs or supervises those who consult with Marketing and Retail Administration regarding the impact of branch openings and closings to ensure an adequate retail branch distribution network.

8. Maintains up-to-date credit card solicitation tables that reflect the current Wall Street Journal Prime Rate index for Card Services to publish/distribute.

9. Assists in the development of new loan products and services. Collaborates with the various loan divisions of the Bank developing new products and services or implementing changes to existing products and services to ensure that the end product/service and the associated policies, procedures and forms comply with applicable laws and regulations.

10. Keeps informed of changes and developments in current loan banking laws, regulations and compliance issues through self-study, continuing professional education and personal contact with peers, regulators, and independent auditors, accountants and consultants.

11. Maintains complete and current loan compliance research resources; serves as an information resource to bank personnel regarding loan regulatory compliance matters and Company policies and procedures; and advises bank personnel on loan compliance issues.

12. Serves as co-chair of the Bank's Compliance Council and as a member of the Community Reinvestment Act Council and prepares or facilitates the preparation of the minutes of the CRA Council's meetings.

13. Collaborates with the Compliance Officer to establish loan compliance monitoring processes; acts as a liaison between the Compliance function and the loan compliance monitors; and compiles/summarizes the monitoring results for presentation by the Director of Auditing to the Management Group and to the Audit and Examining Committee of the Board of Directors.

14. Assists independent auditors, accountants and consultants in the performance of their loan work, coordinating the assistance of other bank personnel or gathering records and information; and assists the Director of Auditing and Compliance Officer in coordinating the Bank's response to identified loan exceptions and overseeing the implementation of recommendations.

15. Assists regulatory examiners in the performance of their loan work; gathering records and information, and collaborates with the Compliance Officer to coordinate the Bank's response and to monitor corrective action.

16. Develops and conducts clear, concise and organized training presentations to educate bank personnel regarding loan compliance requirements and bank policies and procedures. Additionally, identifies (either from compliance monitoring results, audit results or from reviews of loans) personnel who, or areas of the Bank that, require corrective or remedial training on loan regulations and the procedures that were established to ensure regulatory compliance.

17. Works with the Marketing Department to perform loan regulatory compliance reviews of Bank advertisements, website and social media content, financial services catalogs, and customer communications and disclosures to ensure the information displayed complies with current regulatory requirements and expectations. Performs ongoing industry research regarding loan marketing trends to facilitate these reviews.

18. Participates in loan due diligence procedures related to potential acquisitions, and collaborates with the Compliance Officer to integrate new entities into the Bank's regulatory compliance environment.

19. Assists in overseeing the Bank's regulatory loan compliance program including, but not limited to: developing and implementing appropriate policies, procedures and manuals; investigating and resolving identified compliance deficiencies; preparing compliance reports; and documenting compliance efforts.

20. Develops relationships of trust and confidence with designated loan lines of business.

21. Performs other duties as assigned.
