The Housing Specialist is responsible for maintaining a suitable living environment for all types of tenant families that reside in apartments managed or owned by the Presque Isle Housing Authority. This dynamic position requires excellent communication skills and the ability to carry out administrative policies while serving residents in a professional and respectful manner.
The Housing Specialist enforces the lease, monitors the property, and assists tenants with special requests, complaints and other tenancy matters; performs inspections in accordance with UPCS, HUD and lease guidelines; and facilitates compliance with agency and HUD regulations regarding program integrity and property condition at all physical locations.
This position fosters positive tenant relationships and is required to participate in tenant activities. The Housing Specialist connects residents to services or resources when needed and is supportive of tenant needs and initiatives.
The Housing Specialist is a key part of our Housing Operations Team and works to maintain property quality, quality of life for all tenants, and resources to assist tenants. A high degree of independent judgment and confidentiality is required.
Experience and Skill Requirements: The following experience and skills are considered essential:
Property and Tenant Management:
1. Schedules and performs move-in, move-out and annual inspections of all Presque Isle Housing Authority owned property. Notifies the Maintenance Department and/or resident of any deficiencies. Implements necessary steps for tenant success and property condition. Reports quality control issues to supervisor.
2. Performs all annual and interim certifications for Public Housing tenants and completes work within required timeframes.
3. Maintains a record of conversations and complaints with residents; research information for accuracy and responds orally or in writing.
4. Assists with organizing of tenant activities or events and work with tenants to identify needed services.
5. Attends any resident-initiated meetings or activities as needed.
6. Creates and distributes a monthly newsletter or other communications for tenants.
7. Deals with resident issues, conflicts, emergencies and complaints regarding housing services.
8. Reports property concerns or deficiencies and follow up with outcomes.
9. Performs weekly, bi-weekly and monthly property reviews as requested.
Other Required Tasks
1. Stays informed of HUD regulations, Housing Authority policies and PHAS requirements.
2. Participates in a team environment with all staff.
3. Works on, researches and completes special projects as assigned.
4. Writes letters and prepares reports as required or requested by the Housing Operations Manager.
5. Assists with the preparation of reports as needed.
6. Conducts Informal Hearings when requested by an applicant, resident, participant or the Housing Operations Manager.
7. Attends district court hearings to assist the Housing Operations Manager in facilitating compliance with lessor/lessee rental agreements.
8. Types, files, send faxes and makes photocopies as required.
9. Maintains reports, manuals, and logs.
10. Obtains knowledge of other agencies in the area and maintains an effective working relationship with them.
11. Attends meetings, workshops and seminars as requested.

Pay: $19.00 - $22.00 per hour
