Job Description:

Project Overview:

The Building Healthy Families Activity aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, in order to improve health outcomes for some of its most vulnerable populations. BHFA will operate in Pakistan’s Sindh and Khyber Pakhtunkhwa provinces, addressing environmental and health barriers to the uptake of integrated FP/MNCH services. The program will apply a market-development approach to optimize: 

  • The stewardship of the public and private health sectors in leading resilient, responsive FP/MNCH systems
  • Norms and behaviors that drive demand and motivate health workers to provide quality care, improving use of FP/MNCH services and products.
  • Access to FP/MNCH services through the availability of quality, affordable, and appropriate services, and the empowerment of men and youth to communicate about and demand essential products and services.

Driving health care equity will be foundational to the program’s approach, including the assurance that services are responsive to the needs of women, girls, and young people, and that health systems remain resilient to stressors and shocks from climate change. Our approaches will engage men and boys meaningfully, strengthen human resources for health, deploy new digital health solutions, and ensure commodity and supply chain security for FP/MNCH services, while taking a gender responsive and resilience lens.

Through applying a system-based approach that responds to the complex realities of person-centered health care, the project intends to broaden coverage across social demographics (including men, adolescents, young couples, and traditionally marginalized groups), living in Sindh and KP. The project will provide technical support to the Government of Pakistan, undertake concentrated Social Behavior Change communication methodologies to address social determinant of health on ground and work with local organizations and facilities to build their capacity on integrated health service delivery, while leveraging innovative digital health service delivery solutions.

Key Job Outcomes: 

  • Oversee the project’s management of financial functions ensuring donor/contract compliance.
  • In collaboration with Human Resources department, identify, select, manage performance of, and mentor finance and administrative staff ensuring professional growth and development as well as capacity building.
  • Oversee sub-grantees/sub-contractors ensuring adherence to donor, organizational, and host country policies and build capacity of local organizations to become successful and sustainable quality service providers.
  • Coordinate and lead the annual audit process, liaise with external auditors and the finance team and senior management team; assess any changes necessary.
  • Effectively communicate and present the critical financial matters to members of senior management team.
  • Supervise local operations, administrative, Subaward, procurement, human resources, and finance staff in operational procedures and monitor work to ensure compliance with USAID rules and regulations and Pathfinder procedures as laid out in the Pathfinder project manuals;
  • Oversee operations personnel performance in close communication with the COP;
  • Oversee operations of the project’s office ensuring timeliness, compliance, and cost principles in the procurement of goods and services; Also knowledge of 2 CFR 200.
  • Assist in formulating and implementing office policies and practices in line with Pathfinder policies and laws of Pakistan;
  • Support the General Sales Tax (GST) exemption process by advising the vendors on exemption requirements, developing GST exemption paperwork, getting USAID concurrence, and liaising with the related federal/provincial departments to get the GST exemptions.
  •  Develop reports demonstrating project progress and ensure project records are properly maintained, including project procurement, recruitment, and finance documentation.
  • Coordinate and lead the annual audit process, liaise with external auditors and the finance team and senior management team; assess any changes necessary.
  • Effectively communicate and present critical financial matters to members of the senior management team.
  • Support the vetting process for related personnel, subcontractors, grants, procurements, purchase orders, and leases.

Financial Oversight of Project 

  • Provide leadership and management during project start-up and close-out with regard to the project office, bank account, operations and logistics, staff administration, telecommunications etc.
  • Implement administrative and financial operations of the program, ensuring compliance with agency standards and practices, local laws and donor policy and contract provisions.
  • Manage funds at local bank account and approve expenditures in accordance with Pathfinder and donor procedures, cost principles, and regulations.
  • Develop management policies and procedures to ensure efficiency, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations.
  • Contract and manage local individuals/organizations for identified tasks according to donor and agency procedures; negotiate consultancy agreements, provide training and/or develop capacity of local partners.
  • Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the project team. Monitor the security situation and provide leadership for staff in emergencies.
  • Establish information technology systems and operational facilities to support project staff and programming.

Budgeting and Reporting

  • Assist COP in the successful implementation of the project, including timely preparation of high-quality budget forecasts and financial statements, and management of expenses within approved budget.
  • Develop and maintain appropriate systems and cost-effective, timely procedures and controls such as cash management, vendor payments, and budgeting to properly disburse, account, budget, and report funds.
  • Oversee the timely and accurate preparation and submission of regular financial statements and other cost reports to headquarters and USAID, including providing guidance to project staff and partners.

Subawards Management

  • Support the new Subawards process, drafts the subawards for local sub-awardees.
  • Support the Subaward Modifications and prepares the modifications and terms and conditions for local sub-awards through GCP consultation.
  • Support the subaward financial Management review local subaward invoices, update subaward financial trackers and monitor subawardees' spending.
  • Review and negotiate local subaward budgets for accuracy and reasonableness and allowability of costs.
  • Conduct and review pre-award assessments and maintain monitoring plans.
     

Functional Management 

  • Supervise the daily financial operations of contracts including cash management (disbursements, and log), banking issues, and payment procedures ensuring compliance with the Pathfinder Field Office Finance Manual.
  • Work closely with the technical team to monitor financial obligations to ensure budget availability and allocability.
  • Work with the Home Office in close communication with the COP to prepare accurate budget burn-rate projections and monitor expenditures using the project’s budget tracker;
  • Be involved with management of safety and security for the project’s offices as required by the COP and Home Office;
  • Review and approve of procurement, ensuring financial feasibility, compliance, and support budget-related .
  • Review scopes of work from a financial feasibility and compliance perspective, and support budget-related negotiations with potential subcontractors and grantees.
  • Ensure streamlined subaward and procurement processes to boost efficiency and ensure compliance with donor rules and regulations – with a particular focus on USAID and Pathfinder compliance.
  • Support efforts for personnel recruitment, including defining scope of work, conducting interviews, and coordinating staff training.
  • Support personnel management for the project ensuring that all local labour laws are being adhered to and accurate reports are filed with the local authorities in a timely manner. 
  • Oversee the implementation of project internal controls and ensure accordance with Pathfinder International guidelines and USAID rules and regulations.

Minimum Education and Work Experience:

  • Master’s Degree in Business Administration, Finance, Accounting, or another relevant field is a plus.
  • 10 Years’ experience in administrative and financial management of large-scale, complex, international development assistance programs, particularly USAID awards.
  • Experience in management of contract and grant administration, logistical administration, supervision, budgeting, reporting, accounting, and financial analysis.

Minimally Required Job-Specific Competencies:

  • Proven expertise in finance, accounting and auditing, including automated financial systems, as well as results-oriented grants management, including financial planning, monitoring of grant compliance and management and establishment of internal controls.
  • Proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.
  • Experience managing USAID contracts mastering USAID rules and regulations and overseeing international and local subcontractors and grantees.
  • Demonstrated success managing complex, multi-million-dollar, donor-funded programs through development of cost-efficient budgeting, management of appropriate spending to support project impact, and regular monitoring of financials for programmatic revisions and accurate, timely reporting.
  • Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals.
  • Demonstrated experience in managing and supervising a team.
  • Must have outstanding interpersonal skills and be eager to work in a multicultural organization. Fluency in English required.
  • Ability to translate financial concepts and to effectively collaborate with programmatic and fundraising colleagues who do not necessarily have finance backgrounds.
  • Previous experience working in Pakistan, preference for Pakistani nationals. Strong speaking and writing skills in English.
