The Vice President and Chief Pharmacy Officer provides leadership to the Pharmacy Team and serves as the lead pharmacy executive of Regence health plans. Work cross-functionally to direct, develop, drive, implement and maintain a pharmacy program that integrates medical and pharmacy benefits to improve clinical effectiveness and lower overall medical and drug costs. Responsible for commercial, Exchange and Medicare pharmacy benefit management, integrated pharmacy and medical management, and pharmacy product and sales support. General Functions and Outcomes Oversees the development and implementation of a Regence-wide pharmacy program to effectively manage drug costs and clinical care as related to drugs. As the top pharmacy leader, provides expertise and drives pharmacy-related decisions across lines of business. Ensures success of all clinical pharmacy integrated initiatives with Regence. Works to transform the way health care is delivered through networks and payment models, and engages consumers to participate in value-based purchasing and health management. On behalf of Regence, ensure effective oversight and management of: Pharmacy Benefits Management (PBM) vendor contract; Pharmaceutical manufacturer relationships; Formulary development and maintenance; Preauthorization criteria; New drug approval and protocol; New drug pipeline assessment and plans for managing; Drug cost and trend modeling; Benefit plan design parameters, models, and oversight; Physician risk models as related to drug costs; Physician education, models, and tools Ensures best-in-class new drug evaluation for the Regence Medical Management Assessment Committee, which will include assignment of specific Regence-wide accountabilities to specific individuals within the states. Provides leadership in developing, implementing, and communicating short and long-range plans, goals, and objectives for the function. Aligns team goals with the organization’s vision and strategy. Manages the organization to ensure results are achieved across functions and various Lines of Business. Determines appropriate staffing levels and resource needs, creates and manages department and/or project budgets, allocates resources, and approves expenditures. Contributes to and supports Regence pharmacy-specific clinically integrated quality initiatives through process improvement teams and by planning, communicating and encouraging both team and individual contributions toward Regence quality improvement programs. Establishes and maintains highly effective relationship with BlueCross BlueShield Association related to pharmacy services. Interacts and develops relationships with internal and external stakeholders to better understand needs and challenges. Ensures best-in-class delivery of pharmacy benefit and related clinical services to Regence members through oversight of internal and external service partners. Represents Regence pharmacy policy. Represent quality and cost initiatives to network provider leadership and other stakeholders. Manages and maintains primary relationship with internal pharmacy benefit management leadership and staff. Participates in defining organizational goals and strategic plans. Oversees all functions related to delivery of pharmacy services and develops, recommends, and implements pharmacy policies and procedures. Foster an effective work environment and ensure employees receive appropriate communication, recognition and development. Participate in organizational talent management and succession planning. Minimum Requirements Demonstrated leadership effectiveness, including strong relationship management skills at all levels and in a dynamic environment. Strong communication and facilitation skills with all levels of the organization, including the ability to resolve issues and build consensus among groups of diverse internal/external stakeholders. Robust knowledge and demonstrated leadership capability for drug cost management in a managed care environment. Demonstrated project management experience and skills, including managing multiple projects simultaneously, on time and on budget. Strong vendor management skills, including demonstrated excellent negotiation and relationship building skills and the ability to creatively problem solve. Strong business acumen including understanding of market dynamics, financial/budget management, data analysis and decision making. Strong orientation to the application of data in managing health and quality. In-depth knowledge of health insurance industry trends and technology and how to best partner with delivery systems to achieve desired outcomes. Demonstrated ability to create, execute, and champion pharmacy programs and drive results across internal teams and/or external vendors. Ability to demonstrate industry knowledge and product expertise to current and potential customers by participating in sales opportunities, quarterly business reviews, industry events, and speaking engagements. Innovative thinker with ability to articulate a vision, manage complexity, and lead change. Demonstrated ability to lead high performing teams and manage and develop leaders. Normally to be proficient in the competencies listed above: Vice President and Chief Pharmacy Officer would be a pharmacist with licensure, or an ability to be licensed, in one of the company states with a Pharm D required and additional Masters preferred with ten years’ experience as a pharmacist in a managed care or integrated health care delivery system, and five years executive/leadership experience or an equivalent combination of education and experience. Required Licenses, Certifications, Registration, Etc. Pharm D required.
