In this role, you will work closely with software development teams, help desk staff, and fisheries stakeholders to design, build, modernize, and maintain a wide range of fisheries management applications. These systems include web interfaces, mobile workflows, and Oracle backend platforms, primarily using PL/SQL. You will also follow established best practices for coding, database design, version control, agile development, and federal IT security requirements.
Contingent upon contract being awarded
Location: Candidates may work remotely
Salary range: $113,000–$134,000 annually
Position status: Full-time with benefits

Key Responsibilities
Collaborate with internal development teams, help desk staff, and external stakeholders to support fisheries management systems throughout the full software development lifecycle (SDLC).
Design, develop, test, deploy, maintain, and improve a large library of fisheries management tools using agile development practices.
Troubleshoot and resolve software and database issues efficiently, including problems reported by users in operational or field environments.
Coordinate testing with project teams and end-users, and provide support during deployments and post-launch stabilization.
Participate in project meetings and customer discussions when required, clearly communicating technical progress, risks, and solutions.
Create and maintain system documentation so other developers can easily troubleshoot and maintain applications using tools such as JIRA, Confluence, and Git.
Support modernization and continuous improvement initiatives by exploring innovative technologies and cloud-based solutions.
Follow secure development standards and ensure compliance with applicable federal IT security requirements.
Required Qualifications
Experience delivering software within agile teams, including planning, iterative development, testing, and release support.
Strong hands-on development experience with Oracle backend technologies, especially PL/SQL, along with modern web application development.
Working knowledge of, or ability to quickly learn, the following technical environment:
Oracle Enterprise Database 19c or later, including cloud-based implementations

Toad Data Studio

BASH or Shell scripting

Familiarity with USWDS (U.S. Web Design System) and service-oriented architecture (SOA) concepts
Proven ability to troubleshoot production issues and work effectively with both technical and non-technical users.
Strong technical writing skills for maintaining developer documentation and project artifacts.
Ability to work within regulated environments that require secure access controls, IT security standards, and compliance-based development.
Required Education
Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a closely related field, or an equivalent combination of education and professional experience.
Ongoing professional development or training in modern software engineering practices is considered a plus.
