Job Description:
The Construction Division of the Nebraska Department of Transportation (NDOT) is seeking a Highway Contracts Project Coordinator to be a part of our Contract Administration Section team. This is a full-time position which will work 40 hours per week with paid State holidays, and full benefits. The Highway Contracts Project Coordinator works with a wide array of professionals inside and outside the agency to ensure contract compliance for highway construction projects during construction. Job Duties:
  • Verify and ensure project compliance with Federal, State, and Local regulations; ensure funding eligibility; monitor and review project deliverables from project letting, during construction, and through contract completion.
  • Advise NDOT personnel, consultants, and contractors of non-conformance issues and documentation requirements, and facilitate reasonable determinations with beneficial solutions to issues that arise during project construction.
  • Identify and assess risks to the project delivery process and track/document those risks. Report risks to management and actively pursue and advise resolution of project issues.
  • Maintain the project files and electronic databases (AASHTOWare Project and OnBase) to ensure required correspondence, concurrences, agreements, and documents are present, current, and organized. Investigate, resolve, and document when information is incomplete/inaccurate.
  • Coordinate and communicate with NDOT personnel, contractors, insurance agencies, and other governmental entities regarding non-conformance issues and facilitate solutions to ensure compliance with federal, state and local laws.
  • Monitor legal agreements and contracts between NDOT, contractors, consultants, and insurance companies for compliance with federal, state and local laws and regulations and assess impact on specific areas of the project construction. Document and communicate impact to project personnel and assist with reasonable resolution.
  • Monitor contractor payments for contract compliance with FHWA and agency regulations. Identify potential areas of noncompliance, track, resolve and document; develop associated reports as required.
  • Responsible for development, maintenance, and monitoring of the Division’s contract administration records which may include change order/supplemental agreements, subcontract approvals, contractor certificates of insurance, diesel fuel cost adjustments, Census Bureau reports, management of flagger and assistant traffic control certifications, plan revisions, and monthly work zone report reviews.
  • Train NDOT contract managers on vendor certificates of insurance (COI) process including receipt and processing, verification of required vendor insurance requirements, document management, and record retention.
  • Participate in NDOT agency, division and section meetings as needed.
  • Perform other duties of similar responsibility as assigned. Provide assistance to Supervisor and NDOT management as needed.
  • Maintain communication between the Contract Administration section, other NDOT divisions, consultants, and FHWA regarding proper procedures, regulations, policies, and process changes.

Pay range is $27.492 - $40.526 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.
 

Requirements / Qualifications:
Minimum Qualifications: Post high school coursework/training or experience in civil engineering, construction management, project design and plan development, or related field of study OR experience interpreting, applying, and verifying conformance to State and federal rules and regulations of roadway or bridge construction or other project work assigned.
 
Preferred Qualifications: Advanced education or experience in highway construction management, contract management, insurance, finance, or other related fields of study, and a resume' that demonstrates progressively responsible experience interpreting, applying, and verifying conformance to federal, state, and local rules and regulations of highway construction. Work experience reflecting a high level of organizational skills, attention to detail, and successful management of multiple projects simultaneously to meet goals and deadlines. Ability to demonstrate skill in MS Word and MS Excel and Adobe Acrobat Pro, and experience with OnBase, AASHTOWare or similar project management software.
 
Other: Valid driver’s license or ability to provide independent authorized transportation. Some travel is required. Regular and reliable attendance is also required.
 

Knowledge, Skills, and Abilities:
  • Knowledge of NDOT project design or construction and have a general understanding of NDOT project delivery processes. Ability to read and understand highway construction plans.
  • Excellent interpersonal skills and the ability to coordinate and communicate professionally with NDOT divisional staff, State and Federal agencies, contractors, and the general public.
  • Microsoft Word, Excel, and Adobe Acrobat Pro skills.
  • Ability to interpret and implement written policies.
  • Ability to independently prioritize work, organize time and meet deadlines.
