Job Description:

Under the direction of the Library Director, the Business Services Manager is responsible for keeping a full and accurate account of all receipts and payments in the manner directed by the Board of Trustees. The Business Services Manager performs duties associated with the function of a quasi-governmental agency with the Library, and duties associated with the function of a nonprofit with the Library’s Foundation and the McCracken County Imagination Library.

COMPENSATION: Minimum salary starting at $50,000 annually, depending on qualifications. DUTIES AND RESPONSIBILITIES:

  • Attending the monthly Library Board meetings. Prepares accurate monthly Board meetings minutes; maintains a filing system of Board minutes and all related documents.
  • Attends the annual Library Foundation and McCracken County Imagination Library Board meetings. Prepares accurate annual Board meetings minutes; maintains a filing system of Board minutes and all related documents for both nonprofits.
  • Arranges meetings for the Library, Library Foundation, and McCracken County Imagination Library; helps prepare the meeting agendas; distributes informational packets prior to the Board meetings via email and postal mail; and other items as necessary.
  • Prepares letters, memoranda, reports, messages, invitations, etc. for staff and Board and performs other routine office management and administrative duties.
  • Prepares bank deposits of cash receipts and reconciles monthly bank statements and manages checking and investment accounts; approves checks using the online banking Positive Pay portal.
  • Operates a personal computer based accounting system, including general ledger, accounts payable, payroll, and time clock systems.
  • Analyzes invoices, prepares payment and files invoices.
  • Performs continuing audits of accounts to ensure proper account classification of expenditures and proper budgetary control and maintains fixed assets list.
  • Prepares reports for departments such as the Library Board, Kentucky Department for Libraries and Archives (KDLA), the Department of Local Government (DLG), and other agencies.
  • Prepares payroll; audits payroll to ensure accuracy; maintains payroll records and prepares related accounting entries; prepares payroll tax returns for county, state and federal governments, including annual tax reports, W2s and 1099s. Maintains vacation and sick leave records of employees.
  • Serves as health insurance coordinator, and retirement coordinator for employees.
  • Maintains keys for building access and issuing to employees.
  • Determines new procedures that provide adequate accounting measurements and classifications to ensure accounting methods comply with generally accepted accounting principles.
  • Assists independent audits during the annual audit by preparing various schedules, reports and analysis as required for the Library, the Library Foundation, and the McCracken County Imagination Library, to include annual financial and workers compensation audits.
  • Assists in the preparation of the annual budget and contributes to both short- and long-range plans for the Library.
  • Occasionally will function as a weekend manager related to the circulation control, including, but not limited to, checking material in and out, fine collection, processing holds, and shelving material as needed.
  • Responsible for administration of Records Retention and proper destruction of Library documents, per the General Records Retention Schedule, as published by KDLA.
  • Responsible for meeting all requirements and deadlines of KY SPGE filings.
  • Performs various duties as assigned.

Routinely and intermittently exposed to computer screens. Will be required to lift, carry, push, or pull up to 20 pounds. Push and pull fully loaded (50-100 pound) book trucks.

Position entails bending, stooping, reaching and standing on a daily basis.

Hand-eye coordination necessary to operate computers and various office equipment.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The person in this position frequently communicates with the Director, Board of Trustees, and staff. Must be able to exchange clear and accurate information in these situations.

JOB REQUIREMENTS

FORMAL EDUCATION:

  • BA degree with a Major in Business or Accounting preferred, or any equivalent combination of experience, training and/or education approved by the Library Director.

EXPERIENCE:

  • A minimum of three years of responsible business experience or any equivalent combination of experience and training which provided the necessary knowledge, skills and abilities.

OTHER REQUIREMENTS:

  • Working knowledge of computer systems preferred.
  • Ability to exercise judgment and initiative.
  • Self-Motivated.
  • Ability to deal effectively and tactfully with staff and public.
  • Library or other government experience preferred
