SUMMARY

The Web Content Specialist plays a key role in managing and evolving the Guadalupe-Blanco River Authority (GBRA) public website, serving as the primary communication and service-delivery platform. This position blends content strategy, user experience (UX), and performance optimization to ensure the website is accurate, accessible, user-centered, and data-informed. This role is responsible not only for maintaining content but also for improving how information is structured, delivered, and experienced—especially during high-impact events such as storms, floods, and droughts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Content Strategy and Management

  1. Manage and maintain website content to ensure accuracy, clarity, consistency, and alignment with GBRA brand and messaging standards.
  2. Partner with internal departments to plan, create, and publish user-focused content.
  3. Support and help enforce web governance processes, including content standards, workflows, approvals, and periodic page audits.
  4. Improve information architecture, navigation, and content organization to enhance usability.
  5. Write and edit web content both working alone and with the Director of Communications and External Affairs using plain language and SEO best practices.

User Experience (UX) and Optimization

  1. Continuously evaluate and improve the user experience using data, feedback, and usability best practices.
  2. Identify opportunities to enhance site navigation, accessibility, and mobile responsiveness.
  3. Support journey improvements for key tasks (e.g., alerts, permits, public information).
  4. Assist with usability testing, feedback collection, and iterative improvements.

Website Performance and SEO

  1. Monitor and optimize website performance, including load speed, uptime, and Core Web Vitals.
  2. Implement on-page SEO best practices, including metadata, keyword usage, and content structure.
  3. Support technical SEO improvements in collaboration with IT and vendors.
  4. Recommend and implement enhancements to improve search visibility and user engagement.

Analytics and Data-Driven Insights

  1. Track and analyze website performance using tools such as Google Analytics 4 and Google Search Console.
  2. Develop dashboards and reports to monitor traffic, user behavior, and key performance indicators (KPIs).
  3. Translate data into actionable recommendations to improve content, navigation, and overall site effectiveness.

Accessibility and Compliance

  1. Ensure website content meets ADA and WCAG 2.1/2.2 accessibility standards.
  2. Conduct routine accessibility checks and support remediation efforts.
  3. Promote inclusive, user-centered design practices across web content.

Digital Collaboration and Support

  1. Serve as a primary web content resource for the Communications team and internal stakeholders.
  2. Support intranet content updates and optimization as needed.
  3. Coordinate with IT and external vendors to troubleshoot issues and implement improvements.
  4. Assist in managing CMS workflows, templates, and publishing processes.

Emergency and Incident Communications

  1. Support rapid website updates during emergencies, including storms, flooding, and drought conditions.
  2. Coordinate with communications and operations teams to ensure timely, accurate, and clear public messaging.
  3. Assist with digital communication tools that support emergency notifications (e.g., alert systems).

Requirements:

KNOWLEDGE/SKILLS/ABILITIES

  1. Strong attention to detail and organizational skills.
  2. Understanding of UX principles, content strategy, and digital best practices.
  3. Ability to interpret analytics and apply insights to improve performance.
  4. Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  5. Collaborative mindset with the ability to work across departments and with external partners.
  6. Ability to work effectively under pressure, particularly during time-sensitive events.
  7. Proficiency with Microsoft 365 applications.
  8. Familiarity with Adobe Creative Cloud tools (InDesign, Illustrator, Acrobat) is a plus.
  9. Ability to maintain confidentiality relating to internal operations of GBRA, in communications with GBRA board members, colleagues, and external stakeholders.

EDUCATION/CERTIFICATIONS

Education:

  1. Bachelor’s degree in Communications, Marketing, Digital Media, Information Technology, or a related field. Equivalent experience can be considered in lieu of a degree.

Certifications/Licenses:

  1. Valid Driver’s License with the ability to be insured under GBRA’s vehicle policy.

EXPERIENCE

  1. 3–5 years of experience in website content management, digital communications, or related roles.
  2. Experience working with content management systems (e.g., Drupal, WordPress, or similar platforms).
  3. Working knowledge of HTML/CSS and modern web publishing practices.
  4. Experience with web analytics, SEO, UX optimization, and accessibility standards (WCAG/ADA).
  5. Experience working with government, utility, or public sector organizations is preferred.
  6. Experience supporting communications during emergencies or high-visibility events is preferred.
  7. Familiarity with tools such as Google Tag Manager, Looker Studio, or usability tools like Hotja is a plus.
