Position Title: Senior Database Designer

Onsite or Remote: Remote

Salary: $150k- $180k


Project Scope:

Supporting a large-scale modernization initiative to consolidate multiple legacy subsystems into a single, modernized Oracle database architecture. This effort involves designing secure, high-performance, cloud-ready database structures capable of supporting mission-critical operations for a large federal system.


Seeking a Senior Database Designer to support a major federal system modernization initiative. The role focuses on consolidating multiple independent legacy subsystems into a unified, modern Oracle database architecture. The selected candidate will contribute to the design and development of a secure, high-performance, cloud-native database environment that ensures reliable data integration, optimized performance, and long-term maintainability.

Job Duties and Responsibilities

  1. Lead development of a unified database design integrating data from numerous legacy systems into a consolidated Oracle architecture
  2. Create database schemas, entity-relationship diagrams, normalization strategies, and data models
  3. Establish a secure database architecture with granular access controls, data masking, and replacement of sensitive identifiers
  4. Collaborate with software engineers, DevSecOps teams, and federal stakeholders to support modular application development and incremental deployment
  5. Support the creation and maintenance of data mappings between legacy and modernized database structures
  6. Guide the generation of test data and support secure data migration pipelines using ETL processes
  7. Participate in Agile activities including standups, sprint planning, and backlog refinement
  8. Perform performance tuning, indexing strategies, and optimization for real-time and batch processing
  9. Maintain documentation and support other database-related duties as assigned


✔ Job Requirements (Education / Skills / Experience)

Education & Experience

  1. Bachelor’s degree in computer science, Information Systems, Database Management, or related field
  2. Minimum 10 years' experience in senior-level database design and architecture roles
  3. Experience supporting government or federal agency systems preferred
  4. Security+ CE / IAT Level II certification
  5. Eligible for Public Trust clearance (U.S. citizenship required)

✔ Technical Skills

Database Technologies

  1. Expertise with Oracle 19c or newer
  2. Advanced PL/SQL programming and performance optimization
  3. Strong knowledge of normalization, performance tuning, indexing, and schema design

Data Management

  1. Experience in data modeling and ER diagram creation
  2. Data dictionary creation and maintenance
  3. Understanding of data quality analysis and governance principles

Security & Compliance

  1. Experience with database access control, encryption, and data masking
  2. Familiarity with Zero Trust principles and federal compliance requirements
  3. Knowledge of data privacy and security best practices

Data Integration & Migration

  1. Experience with ETL tools and processes
  2. Familiarity with tools such as Oracle GoldenGate or similar real-time migration platforms
  3. Strong understanding of data transformation and mapping methodologies

  3. Ability to work across Agile teams and manage multiple deliverables

✔ Preferred Qualifications

  1. Advanced degrees or certifications in database management or similar fields
  2. CISSP or other cybersecurity certifications
  3. Experience with federal financial systems or environments
  4. Experience with AWS or Azure cloud-based database architectures
  5. Familiarity with disaster recovery, high availability, and fault-tolerant architectures
  6. Knowledge of FISMA, FedRAMP, and other federal compliance frameworks
  7. Background in data governance, classification, and retention practices
  8. Experience with Agile/Scrum in federal contracting environments
