Job Description:

• Serve as our lead technical expert in highway structures planning, design, and construction.
• Work with the contracting industry, Federal Highway, division staff, and design units to set and establish policy, procedures, and specifications to ensure successful delivery of our bridge program.
• Train and be a resource to Area Construction Engineers, Division Bridge Managers, Structures Management, Resident Engineers, their staff, and consultant engineering, inspection and design firms in all areas of structure construction.
• Help maintain consistency in our bridge program across all 14 divisions.
• Ensure successful completion of all high risk and complex structures in the NC Western Region and provides guidance and training to Area Construction Engineers in the region.
• Manage implementation of bridge foundations, pile and drilled pier design and construction that varies regionally and requires advanced knowledge and skills in substructure construction, superstructure construction, wall construction that is regional in nature bridge approach, bridge, demolition, and culvert construction.
• Handle routine construction correspondence related to bridge construction and approve extra/altered work for bridge items.
• Approve time extensions, make final contract and plan interpretations, develop new construction specifications, and provide constructability feedback and guidance to design engineers.

• Working knowledge of present construction practices, techniques, tools, and equipment related to structure construction, specifications, technical policies including concrete mixture design; concrete production and placement; reinforcing steel layout and tolerances; steel and concrete girder erection;  precast and prestressed members, structure construction research; superstructure grading, forming and finishing; structure rehabilitation, troubleshooting, and problem solving for plan and construction errors.
• Knowledge of NCDOT policies and procedures related to administration of construction projects.
• Working knowledge of construction/contract administration.
• Demonstrated ability to make independent decisions and document decisions.
• Demonstrated ability to develop and conduct technical training.
• Demonstrated ability to discuss and solve complex design and construction issues with industry partners, design experts, and FHWA to improve our bridge program and long-term durability of our overall infrastructure.

• Bachelor's degree in engineering, and
• 5+ years experience; and
• 3+ years supervisory experience; or
• An equivalent combination of education and experience.

• Registered NC Professional Engineer (PE) Certifications.
• A demonstrated ability to discuss and solve complex design and construction issues with industry partners, design experts, and FHWA to improve the NCDOT bridge program and long-term durability of our infrastructure.

• We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
