Job Description:

Overview:

GovCIO is currently hiring for a Jr. Project Manager to support VA's API/DVP Program activities. This position will be fully remote and will require the candidate to perform all duties within VA's network ecosystem

Responsibilities:

  • POC for all incoming LDX data calls from PES Action Office
  • Maintains VA PARS (biweekly risk status updates, monthly for Program status)
  • Maintain LDX SharePoint website
  • Provide Lighthouse Weekly Leadership Sync meeting support by completing Leads Meeting Minutes in Confluence
  • Development of executive-level communications products (PowerPoint briefings, executive summaries, talking points, Excel-based data calls, etc.)
  • Responsible for biweekly GOVCIO BWWP Report
  • Contractual deliverable review and recommendations
  • Supports product management, project management and program operations support to include communications and coordination of activities between all teams, external and internal VA stakeholders, and contract stakeholders pertaining to team products and product delivery to end-users. Areas include planning, regular status reporting, risk management, documentation, etc.
  • Support preparation of briefings and reporting. Coordinate with stakeholders and prepare briefings for senior OIT and/or business leadership. Incorporate program artifacts including Jira, Confluence, and Slack along with input from SME’s to prepare briefs as required
  • Track, prioritize, manage, and follow-up on action items assigned to external teams across the program to ensure accountability and completion of critical tasks
  • Understand and coordinate with VA stakeholders on the process to achieve Authority to Operate. This includes completion of necessary reviews and content generation requiring good technical understanding
  • Support project and related adherence and compliance with Veteran-focused Integration Process (VIP) processes and documentation, including VA Product Line Accountability and Reporting System (VAPARS) dashboard entries and updates to include:
  • Weekly Status Updates
  • Risk updates as needed
  • Monthly review/updates to project build/increment dates, releases and contracts
  • Add planned releases to the dashboard for each build/increment and then once deployed, update actual release date
  • Add project build/increments for the upcoming Fiscal Year

These tasks should be performed using existing program artifacts and documentation including, but not limited to, Jira, Confluence, Slack, and Github with minimal input required from program leads and SME’s.

  • Meeting support: Coordinate, facilitate, create agendas, document action items, and prepare/disseminate Minutes
  • Data calls support: Receive, analyze, coordinate responses across the team, submit to Government PM (and as required Portfolio level) for approval, provide response to requestor, and archive in the appropriate VA tool. These tasks should be performed using existing program artifacts and documentation including, but not limited to, Jira, Confluence, Slack, and Github with minimal input from program leads and SME’s. Furthermore, there should be a good understanding of the program, and the response is tailored to the specific data call and aligned with the intended outcomes desired by the Government PM and mission of the program
  • Satisfy program reporting necessary for CIO Balanced Scorecard effort


Qualifications:

Required Skills and Experieince

Bachelor's Degree/0 - 2 yrs experience (or commensurate)

 

  • Minimum possesses Associate Degree
  • 5+ years of professional experience in related field
  • Experience providing program, product, and project management support to a government client
  • Experience with diverse IT projects both large and small and be well-versed in full systems development life cycle and strategic information planning, including agile development and DevOps environments
  • Experience working with customers and project leads in analyzing, designing, implementing and supporting IT projects
  • Act as a trusted advisor in an objective third-party capacity to federal clients, providing consultative services and thought leadership
  • Ability to provide oversight and guidance to VIP/project management process compliance specialists on project management accountability activities and procedures
  • Proficiency with modern software tools, including Jira, Confluence, Slack, and Github
  • Proficiency with Microsoft Office suite of tools and Microsoft SharePoint
  • Excellent writing, oral communication, and presentation skills
  • Highly motivated & ability to take initiative
  • Ability to work in a fast-paced environment

Preferred Skills and Experience

  • Certifications: PMP, CSM, SAFe, and ITIL
  • Dept. of Veteran Affairs or other federal agency consulting experience
  • Experience with DevOps and CI/CD processes to support a rapid development lifecycle for Data and Analytics efforts
  • Familiarity with ServiceNow
  • Familiarity with AWS
  • Familiarity with MS Azure

Clearance Requirment - Ability to obtain and maintain a Suitability/Public Trust clearance

Posted Pay Range


The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range: USD $45,000.00 - USD $50,000.00 /Yr.
