The Office of Equity and Civil Rights (OECR) is a city agency devoted to advancing equality and upholding the federal and local civil rights laws, the local living and prevailing wage laws ensuring access and equal opportunities for persons with disabilities and providing oversight of local law enforcement. The mission of OECR is to carry out activities to eliminate inequity and discrimination. OECR consists of the Police Accountability Division, the Community Relations Commission, the Mayor's Commission on Disabilities, the Wage Commission, the Equity Office, the Veteran’s Commission, and the Women’s Commission.
Position Summary:
The agency is seeking a dedicated Human Resources Practitioner to oversee the complete recruitment process, including background checks, interviews, and onboarding procedures. Responsibilities encompass managing contracts, recruitment, disciplinary measures, and terminations while prioritizing confidentiality and efficient issue resolution. This role involves interpreting regulations, conducting employee training, maintaining personnel records, advising on policies, and ensuring office maintenance. Serving as a liaison for various divisions, the role also involves providing essential support to staff and senior management. Expertise in HR policies, benefits administration, and claims management is crucial for this position.
Responsibilities:

Reviews position classification requests and classification specifications and makes recommendations to superior; conducts organizational and staffing studies and makes recommendations.

Prepares job announcements/advertisements and supplemental questions for vacant positions and places them in Workday, newspapers, magazines, trade journals, career centers, websites and social media.

Interprets and administers human resources policy, labor agreements, grievance procedures, and may participate in labor negotiations; and partner, lead or support human relations investigations.

Represents a City agency and participates in legal and administrative hearings involving Employee Relations cases before such agencies as the Equal Employment Opportunity Commission, Civil Service Commission and Community Relations Commission.

Reviews and evaluate job applications to determine if applicants possess the minimum qualifications required for agency-specific classifications; may rate and recommend approval or disapproval of job applicants; may record and acknowledge applications received schedules and participates in interview panels.

May collect background data on positions and classifications; may review position descriptions and audit employees and their superiors to obtain information on duties, responsibilities and organizational structure; may document findings, prepare justifications and recommend position classification determinations to the Department of Human Resources.

Develops, recommends internal human resource policies, procedures; provides information to employees on benefits, procedures; also advises employees on Citywide human resources policies and procedures for accessing services.

Assists agency management and supervision in establishment of consistent disciplinary policies and procedures; investigates and resolves grievances at the first grievance procedure step; counsels employees, supervisors and managers on grievances, disciplinary and related problems; attends and participates in Civil Service hearings on employee dismissals; arranges for witnesses and testifies on submitted materials; requests, researches and compiles materials for Civil Service hearings.

Reviews records, compiles data and confers with the DHR Policy Division, Law Department, Risk Management and City medical and claims personnel regarding physical examinations, (DHR Policy Division), restricted duty and worker's compensation claims and OSHA reporting.

Conducts exit interviews to determine factors affecting human resource recruitment and retention efforts; analyzes trends and makes recommendations to ameliorate retention difficulty.

Examines unemployment compensation claims, identifies and forwards discrepancies in claims; compiles data on claims and secures witnesses for unemployment compensation claims hearings.

Requests examinations and eligibility lists from the Department of Human Resources; provides information on requests;

Prepares human resource forms, correspondence and reports; processes forms in accordance with City administrative policies and internal agency procedures on a variety of personnel matters,

Maintains employees official personnel files in HRIS and hard copy format as applicable in accordance with policies and regulations.

May assign and review the work of support staff and paraprofessional personnel.

Acts as agency liaison with the Department of Human Resources and other agencies and confers on personnel matters and resolves problems.

Performs related work as required.
Required Knowledge, Skills and Abilities include:

Knowledge of Federal/State/Local regulations affecting employment and human capital management including but not limited to FLSA, ADA and EEO.

Knowledge of and skill in applying the fundamental human resources management (HRM) principles, practices and techniques in the applicable disciplines (Recruitment, Classification & Compensation, Professional Development, HRIS, or Benefits/Wellness) of HR; and basic knowledge of the other disciplines.

Knowledge of automated office systems and word processing software.

Ability to exercise sound judgement in the applicant review, interview, selection, and job placement of applicants.

Ability to interpret and implement human resources policies and procedures.

Ability to deal with a variety of situations and problems under specified time constraints.

Ability to communicate effectively with employees, applicants and management orally and in writing.

Ability to develop, analyze and manipulate data from various databases to produce reports and spreadsheets.

Ability to conduct research, compile data and prepare statistical and narrative reports.

Ability to deal effectively with City employees elected officials and the public.

Ability to maintain human resources records.
Education and Experience:
Have a bachelor's degree from an accredited college or university.
AND
Have three years of experience in human resources administration.
OR
NOTES (EQUIVALENCIES): Have an equivalent combination of education and experience.
SALARY: Commensurate with education and experience.
