Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Environmental program area.
Performs advanced (senior-level) environmental work for the CDR - Environmental Oversight team. Working under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level fully perform highly complex environmental work, such as: Overseeing, reviewing, and evaluating inspections, field surveys, assessments, or investigations; oversee and evaluate the environmental impact of activities.

Essential Job Elements
- Conducts monitoring/audits of subrecipients environmental review records, completes risk assessments, authors correspondence/technical writing, and other duties as assigned by management in accordance with the GLO Environmental Compliance Monitoring and Enforcement Program.
- Provides technical assistance, guidance, and training on environmental laws, regulations, policies, procedures and CDBG-DR/CDBG-MIT program requirements to subrecipients, consultants, vendors, state and federal agencies, GLO staff, and others as directed by management.
- Prepares, manages, reviews, and approves categorical exclusions, environmental assessments, and other HUD 24 CFR 58/NEPA required technical reports to ensure compliance with applicable state and federal environmental or public health laws, rules, regulations, policies, and procedures.
- Prepares environmental training materials and delivers presentations to subrecipients, consultants, vendors, GLO staff and other state and federal agencies.
- Reviews, evaluates, monitors, manages, and/or approves consultant/vendor work, research programs, or special studies.
- Represents the regulatory oversight team at public functions, attends program and project kick-off meetings and workshops, and other assignments as directed by management.
- Maintains data hygiene standards and protocols in SharePoint, Teams, OneDrive, Environmental Toolkit website, TIGR and other shared resources as directed by management.
- As it relates to the position, obtains/maintains proficiency in TIGR, using it to create, complete, and manage all components of environmental review records, associated vendor oversight tasks, invoicing, and other duties as assigned by management.
Qualifications
Minimum Qualifications
- Graduation from an accredited four-year college or university with major coursework in environmental or natural sciences, environmental engineering, public health, or a related field. Experience and education may be substituted for one another.
- Four (4) years of experience in environmental or public health and safety work.
- Four (4) years of Experience with NEPA (National Environmental Policy Act) environmental reviews for federally-funded programs; or
- Two (2) years experience with HUD Part 58 environmental reviews for the Department of Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) and Community Development Block Grant – Mitigation (CDBG-MIT) programs or other HUD disaster recovery programs.
Preferred Qualifications
- Experience interpreting, implementing, monitoring and enforcing NEPA and HUD environmental regulations as described in 24 CFR 58, 24 CFR 55, EO 11990, and EO 11988.
- Experience with Community Development Block Grant-Disaster Recovery (CDBG-DR) programs, Community Development Block Grant - Mitigation (CDBG-MIT) programs, or other Federally regulated programs related to environmental compliance and oversight.
- Experience managing environmental compliance for federally funded programs – National Environmental Policy Act (NEPA) and related laws and authorities.
Knowledge, Skills, and Abilities
- Knowledge of NEPA and HUD exemptions, categorical exclusions, environmental assessments, laws and regulations, and of relevant safety practices and techniques.
- Knowledge of regulations pertaining to HUD 24 CFR 58, NEPA and environmental compliance monitoring and enforcement.
- Knowledge of environmental laws and regulations, and of relevant safety practices and techniques.
- Skill in the use of photographic, laboratory, and field-testing equipment; in the use of a computer and applicable software; and in the use of research techniques.
- Ability to interpret and provide guidance on FEMA FIRM/floodplain maps and associated regulations.
- Ability to interpret laws and regulations, to apply scientific principles, to detect and evaluate environmental or public health hazards, to communicate effectively, and supervise the work of others.
- Ability to interpret environmental laws and regulations, to apply scientific principles, to evaluate environmental or public health hazards.
- Ability to prepare and deliver presentations to a wide variety of audiences.
- Ability to attend work on a regular and predictable schedule in accordance with agency attendance and leave policies.
Physical Requirements
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
