Raba Kistner is seeking an experienced Environmental Scientist II – NEPA Specialist to join our team in the greater San Antonio area. Responsibilities encompass supporting and contributing to a successful Environmental Services Division through execution of NEPA, Natural Resources and other environmental services tasks under the supervision or guidance of a Senior Project Manager. Performance of field activities including but not limited to habitat evaluations, data collection, geologic surveys, NEPA analyses, Clean Water Act and Rivers & Harbors Act evaluations and permitting, GIS analysis, technical report preparation, and resource agency interaction. The Environmental Scientist II- NEPA Specialist may also have the opportunity to oversee project budgets, subcontractors and clients to a limited degree and train other Environmental staff on the performance of technical and other job duties.
Qualifications:
A Bachelor’s degree or higher in environmental science/engineering, chemistry, geology, biology or related field and 3-5 years of applicable experience to include GIS (e.g. ESRI ArcMap or ArcGIS Pro) for environmental studies, natural resources (NEPA, wetland and waters of the US delineations), and geosciences (environmental site assessments and environmental due diligence). Holds TxDOT precertification’s for applicable environmental topics. Completed formal Wetland Delineation training. Must possess a valid Texas driver’s license and meet company’s auto insurability requirements. Must have experience with Microsoft Office Suite. (Word, Excel, PowerPoint, Access, Publisher). Must be able to identify and resolve problems in a timely manner, work in a team environment, and with all levels of people within the organization and outside the company. Ability/desire to learn new software systems, as needed, to support technical environmental studies (e.g. mapping and modeling software). Must be able to work independently on a job site. Knowledge of and/or capability to learn field sample collection (air, soil, groundwater, surface water) protocols and processes, and learn how to operate geographic data collection (e.g. GPS) and other scientific data collection equipment. One or more of the following qualifications are preferred: Endangered Species Act Section 7 and Section 10 consultation, USFWS Section 10(a)(1)(A) permit(s) for species known to occur in Texas, familiarity with traffic noise model and relevant software, holds FAA Part 107 Drone Certificate, 40-hour OSHA HAZWOPER, or Certified Erosion, Sediment and StormWater Inspector (CESSWI).
Ability to read and understand instructions, labels, reports, etc. Ability to effectively communicate information both written and oral and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.

This position may require protracted or irregular hours. Flexibility to work irregular hours is necessary due to client needs.
