Position Description:

Ecompex is recruiting an Environmental Planning Lead to provide specialized support services for U.S. Customs and Border Protection’s Program (CBP) Offices in program development, implementation, and integration. The candidate will supplement CBP’s staff by providing essential support and professional services. This role will be responsible for governance, oversight, management and providing subject matter expertise in support of CBP’s Environmental Planning and Compliance programs, projects, and initiatives. Some of the responsibilities of this job will include but are not limited to collecting and analyzing environmental data, completing technical reviews, updating existing environmental documents, and drafting environmental reports in alignment with local and national policies and regulations.

Minimum Qualifications:

  • Must be a U.S. Citizen.
  • Must have at least a bachelor’s degree in engineering, environmental science, archeology, or related field.
  • Minimum of eight (8) years of experience in creating and implementing environmental planning programs for federal agencies.
  • Minimum of eight (8) years of experience in developing and implementing environmental compliance programs for Federal agencies, which involves creating and delivering training to environmental and project staff.
  • Minimum of eight (8) years of experience in the preparation and review of NEPA and related documents, along with the ability to create guidance for the development of NEPA documents.

Desired Qualifications:

  • Must have an active adjudicated CBP BI.
  • Possession of a valid United States driver's license.
  • Familiarity with Environmental Project Information and Initiation Form (EPIIF) systems.

Required Skills:

  • Experience in DHS environmental planning programs and processes.
  • Experience in creating and presenting presentations to senior management within federal agencies.
  • Experience in developing environmental policy directives and executing procedures that effectively address evolving environmental requirements.

Responsibilities:

  • Update and submit quarterly Environmental Financial Liabilities (EFL) reports.
  • Develop proposed technical guidance for NEPA Preparers and Environmental Reviewers using EPIIF, TRIRIGA's NEPA Module, and the Environmental Planning and Historic Preservation DSS.
  • Submit required reports to EPA, including Toxics Release Inventory Form R reports.
  • Submit tri-annual Migratory Bird permit renewal packages.
  • Provide SME support for collecting data on NEPA mitigation measures and actions related to the Endangered Species Act and migratory bird relocations.
  • Draft and submit annual reports for the DHS Environmental Justice Strategy, ESA Expenditures, and Migratory Bird agency reports.
  • Provide training sessions for CBP management and facility personnel to enhance environmental awareness and reduce liability.
  • Provide SME support in creating drinking water sampling and guidance documents, managing TRIRIGA's drinking water inventories, reviewing Corrective Action Plans (CAPs), and preparing leadership briefs.
  • Provide SME support for evaluating Environmental Compliance Assessment findings, revising, or developing CBP policy to address deficiencies, and collaborating with personnel for program-level projects.
  • Offer SME support to enhance the integration of environmental planning and compliance data into TRIRIGA, ensuring adherence to existing policy and guidance.
