The Challenge
We are looking for an experienced Engineer Project Manager to serve as our Project Management Unit Head. This team's purpose is to manage all preconstruction activities to deliver centrally-managed State Transportation Improvement Project (STIP), and Non-STIP projects. Our team of 35 employees manages more than 200 active projects throughout the project life cycle to ensure project objectives and Division needs are met in unison with our private engineering firms (PEF) and all technical disciplines.
In this Engineering Manager II role, you will:
- Provide oversight and manage the Project Management unit's operations by establishing and maintaining work procedures, standards, specifications, and policies.
- Provide expertise to lead multi-disciplinary teams who develop, implement, and deliver project scopes, schedules, and budgets for design and development activities.
- Provide staff guidance on engaging with external parties, Federal Highway, and state/federal agencies.
- Monitor and manage the Unit's budget and staffing resources, including labor and material requirements to perform assigned duties within deadlines.
- Oversee and implement hiring, staff development, training, coaching, and disciplinary actions.
- Establish, monitor, and maintain Unit objectives within the context of NCDOT’s goals and use complex analysis and decision-making to ensure goals and objectives are achieved.
- Administer contracts.
- Interpret plans, provisions and specifications.
- Develop/interpret policies, procedures, regulations and laws.
- Prepare documents that are legally sound.
- Plan, coordinate, manage, and supervise staff work.
- Communicate effectively verbally and in writing.
What You Bring
- Experience managing and leading project delivery teams, particularly related to the development of transportation infrastructure projects, including project planning and decision-making, preliminary and final design, related technical/engineering analyses, and professional services and engineering contracts.
- Project management experience in scoping, developing work plans, allocating resources, assigning tasks, progress monitoring and reporting, managing risks, cost containment, decision-making, and coordination/collaboration with internal and external stakeholders.
- Knowledge of overall NCDOT project delivery processes, including transportation and highway engineering techniques, practices and procedures, and applicable federal/state laws and regulations.
- Experience anticipating and resolving problems, timely decision-making, and collaboration to facilitate and enhance project delivery and organization effectiveness.
- Experience managing human resources, including mentoring, coaching, disciplinary actions, overseeing competencies of engineering and technical staff, employee performance review administration, interviewing, and recommending candidates for staffing.
Education and Experience
- Bachelor’s degree in engineering
- 7 years progressive engineering experience
- 4 years of supervisory experience, or
- An equivalent combination of training and experience.
