TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II
Education: Graduation from an accredited college or university with a master's degree in education with a specialization in one or more subject fields appropriate to the area(s) of assignment.
Education Equivalence:Bachelor's degree from an accredited college or university or valid certificate/license in education plus five (5) additional years of relevant experience in a subject field appropriate to the area of assignment.
Experience:Six (6) years of responsible professional work experience of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Combined Education and Experience:An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge of:Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge:Research on contemporary, innovative instructional models, evidence-based instructional practices for literacy and experience with implementing action research processes.
Ability:Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Skills/Abilities:Develop and implement online resources using appropriate online tools (such as website authoring, Webex, webinars, and Google Applications); organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Provides leadership in the planning, design, development and expansion of foundational program practices for all students K-12 with a focus on early elementary grade bands; carries out special projects to develop new instructional programs and courses; evaluates the merit and feasibility of innovative and alternative instructional approaches, methods and organization; evaluates and recommends improvements in the current program and services offered to schools, including proficing leadership in addressing infrastructure and systems needs in establishing the critical elementary school-wide literacy program.
Arranges and coordinates professional learning activities on research-based evidence-based instructional strategies for literacy. Collaborates with content teams and offices to provide meaningful and timely solutions for complex areas and schools.
Analyzes statewide data and assessment systems that include information on student, school and system level data on beginning reading progress; reviews and summarizes findings in beginning reading performance for state use.
Serves as a resource to complex area and district literacy teams, providing technical assistance on improving beginning reading programs and literacy. Analyzes, summarizes and disseminates current research, resources, and materials related to beginning reading and literacy.
Serves as a liaison between the Department of Education and other government agencies, community groups, higher education, professional organizations and national agencies and organizations.
Prepares program plans, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimony, and memos.
Performs other related duties as required or assigned.
SALARY RANGE: EOSR-7, $102,624 to $145,270. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $102,624.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
