Prepares and/or maintains detailed documentation pertaining to programming, systems operations, and requirements. Translates business specifications into the programmer, data scientist, and end-user documentation. Achieves and maintains subject matter expertise relevant to functional areas.

Responsibilities:

1. Responsible for creating/updating documents required as part of an agile system development life-cycle including requirements document, user stories, detailed functional specifications, technical design input, process documents (such as SOP's, guidelines, process models, and validation master plans), etc
2. Able to breakdown requirements into user stories with acceptance criteria
3. Write detailed Requirements for related Epics/Feature/Stories and able to transition them into acceptable criteria.
4. Gathers business requirements through a variety of techniques such as work sessions, meetings, and interviews
5. Analyzes and documents client complex business requirements and processes; communicates these requirements to appropriate parties and get signoff
6. Coordinates and facilitates meetings with clients to gather and document requirements and explore potential solutions
7. Contribute to and manage small scrum teams supporting multiple development efforts. Leverage customer expertise and team member contributions to juggle multiple priorities on parallel projects
8. Facilitate meetings and discussion as needed for diverse and senior groups of government stakeholders and multiple contractor subject matter experts
9. Analyze, design, implement and support IT business applications and systems in close collaboration with customers, users and project leads
10. Develop functional and non-functional testable business requirements/user stories
11. Support business by becoming a Subject Matter Expert for applications and standards
12. Coordinate with the technical development team to ensure complete understanding of functional specifications
13. Assist with development of education & outreach materials including user guides and other external communications

Qualifications:

1. 10 yrs relevant experience in
2. o IT Operations and Maintenance (O&M)
3. o Service Supplier/Vendor management
4. o IT Service Management (ITSM)
5. o ITIL framework
6. o Process mapping
7. o Functional Decomposition of IT O&M functions
8. o Identify and Assess Direct and Indirect O&M activities
9. Experience in Data Analytics
10. 2 - 3 years experience in the DevOps space
11. Experience in a customer–facing role, including comprehending business needs, solving complex problems, and capturing business requirements to convert them into technical requirements
12. Experience with working with developers to translate business needs into user stories
13. Experience working on Federal programs that are of high priority, visibility, and public-facing
14. Experience with Agile delivery programs
15. Must be able to work quickly with a high degree of accuracy with cross-functional teams
16. Able to work under minimal supervision, act independently and exercise an expert level of decision-making capability
17. Excellent writing skills and ability to produce polished written products
18. Demonstrated ability and experience using Microsoft Office Suite

Education

1. Bachelor’s degree in finance, accounting, computer science or other relevant discipline

Clearance:

1. The ability to pass a Tier 2/Moderate Background Investigation

Pay Range

1. This position ranges from $51,145 to $75,625.
2. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
3. Also, certain positions are eligible for additional forms of compensation, such as bonuses.
